Stir the ingredients together to make a paste. It should be the consistency of frosting. (You may need to add more rice flour or water to get it just right.) Allow the paste to stand about 10-15 minutes. (By now, the rolls should be doubled in size.)
Carefully remove the kitchen towel and gently brush or spoon the paste onto the risen rolls taking care not to “deflate” them.
Bake immediately in a 400° oven for 20-22 minutes. The rice paste will dry out and begin to crackle on the top! The rolls are done when the crunchy “tiger” topping is golden brown.
Best served while hot and crunchy!
